| Who? |
The
Training Group at Douglas College is a leader in Essential Skills
training with a strong commitment to Essential Skills capacity building
in British Columbia. This training is primarily targeted to those
in the British Columbia education and training community who want
to achieve certification as an Essential Skills Analyst.
BC residents shall have exclusive
access to Early-Bird Registration until May 5, 2008.
After May 5th, registrations from across Canada will be processed.
Registrations are processed on a first-come, first-serve basis.

| Description: |
The
training supports you in achieving Bow Valley College’s
certification as an Essential Skills Analyst. Many employers
and governments establish the certification as a hiring criterion
in awarding contracts to Essential Skills (ES) service providers.
Following the classroom training you will prepare and submit
an Essential Skills Profile (Deadline: August 5, 2008) based
on an interview conducted by the Instructor in-class on Friday,
June 20th. The marking is done by an anonymous third party
approved by Bow Valley College. Those achieving a mark of
70% or more will be certified.
The in-class training builds your knowledge of the ES profiling
methodology developed by Human Resources and Skills Development
Canada (HRSDC). There is an emphasis on interpreting complexity
scales and following best practices in documenting ES data
in an Essential Skills Profile. An understanding of the ES
methodology is at the heart of all ES activities such as data
gathering through interviews with job incumbents, analyzing
authentic workplace materials, writing Essential Skills Profiles,
conducting needs assessments, administering TOWES assessments,
developing curriculum using workplace materials, facilitating
skills development, developing promotional tools and integrating
ES into trades training.
The interactive curriculum is designed to balance theory with
hands-on practice and feedback. First, a theoretical framework
for each Essential Skill is presented. Participants then learn
by doing through a series of individual- and small-group activities
with coaching from the Instructor. Large-group debriefing
sessions address questions and draw out tips and best practices.
It is imperative that you schedule sufficient time to maximize
this professional development opportunity.
The training requires a minimum time commitment of 7 ½
days which includes:

hours of self-directed, Internet-based, pre-course study.
The Instructor will e-mail a Pre-course Study Guide to
each participant upon registration.

days of classroom training on-site at Douglas College.

2-3
days to prepare and submit the Essential Skills Profile
(ESP) assignment for marking. Deadline: Tuesday, August
5, 2008. This is a firm deadline.

| Objectives: |
At
the end of the course you will be able to:

trace the genesis and evolution of HRSDC’s Essential
Skills Research Project and the related public policy framework.

identify the overall structure of an Essential Skills Profile
and how ES data is organized within each section or sub-section.

define each of the nine Essential Skills and sub-skills.
-
rate the complexity of an Essential Skill used in performing
a job task by selecting and applying the appropriate complexity
rating scale.
-
apply best practices in writing examples and summary paragraphs
that illustrate how an Essential Skill is used to perform
job tasks.
-
explain the defining characteristics of the open format
interview used for data gathering.
-
use the introductory-level knowledge of conducting Essential
Skills interviews acquired during the course to pursue ongoing
interview skills development.

identify how the ES methodology and Essential Skills Profiles
may be used to address a range of human resource interests
and how they may support your specific application.

Analyst by achieving at least 70% on an Essential Skills
Profile that you submit for marking by August 5, 2008

MacLeod is
President of Carol MacLeod & Associates Inc. (CM&A)—an
Ottawa based consulting firm specializing in workplace learning
solutions. Carol holds the degree of Master of Education from
Harvard University as well a BA (Communications) and Certificate
of Labour-Management Relations from the University of Ottawa.
She has 25 years of practical experience in supporting the
workforce development interests of Labour, Management and

Carol
is recognized as one of Canada’s foremost experts in
the field of Essential Skills. Essential Skills has been an
active business line of CM&A for over 15 years. Her work
in this regard has three focal points—ES Training, ES
Research & Product Development and Applied Projects with
Industry—with the emphasis shifting as the field evolves.
Her current priorities are ES Training and Applied Projects

• Carol was one of three partners who designed
and pilot tested the first ES training in 1997. This
was a joint venture among CM&A, Glenda Lewe Consulting
and SkillPlan.
• Bow Valley College subsequently introduced a
pan-Canadian certification system and accredited the
three original developers as ES training service providers.
• CM&A invests in maintaining a state-of-the-art
proprietary curriculum. The curriculum is regularly
updated as the ES methodology evolves.
• Carol has been delivering the ES certification
training across Canada for over a decade.
• CM&A may partner with a co-sponsor to build
ES capacity in a region or specific target group. Examples:
Douglas College (2008); Bow Valley College (2008); Fanshawe
College (2006); Workplace Education Manitoba, (2004).

• Carol has provided ongoing professional support
to HRSDC’s Essential Skills Research Project since
1994. For example, this involved:
- data collection/interviewing;
- writing Essential Skills Profiles;
- developing complexity rating scales;
- Mentoring new ES Analysts;
- advising on research plans; and,
- critiquing the methodology. • CM&A
developed the following products while under contract
to HRSDC:
- Lewe, Glenda & MacLeod, Carol (2001). Step Into
the World of Workplace Learning: A Collection of Authentic
Workplace Materials, Nelson Thomson Learning.
- MacLeod, Carol (2007). The Genesis & Evolution of
Essential Skills in Canada (publication pending by HRSDC).

• Since 2002 Carol has been implementing a National
Essential Skills Strategy for the electrical industry
in Canada. She is the ES consultant for the National Electrical
Trade Council (NETCO)—a joint venture between the
International Brotherhood of Electrical Workers and the
Canadian Electrical Contractors Association www.ceca.org/netco.
• Her applied work began by conducting an Essential
Skills Needs Assessment. This was followed by three subsequent
projects to build awareness and develop a suite of ES
human resource tools. • CM&A is currently
developing a NETCO-endorsed Numeracy Assessment benchmarked
to the foundation math skills requirements of Red Seal
electrical trades. (March 2008-Dec. 2009) •
Carol has also worked extensively with the trucking industry
through the Canadian Trucking Human Resource Council.
She authored a pivotal research study showing that Essential
Skills are a predictor of safety performance. |
